Sindh Chief Minister Syed Murad Ali Shah has introduced an ambitious digitalization initiative to modernize the province’s land record management system. This project is intended to enhance the accuracy, security, and efficiency of property management while streamlining the documentation and transfer process. The initiative was highlighted during a high-level Board of Revenue meeting, where the chief minister underscored the need to replace the traditional multi-step process with a simplified, technology-driven solution.
Leveraging Blockchain for Secure Record Keeping
During the meeting held at CM House, attended by key officials including Chief Secretary Asif Hyder Shah and Senior Member Board of Revenue Baqaullah Unar, the chief minister emphasized the significance of ensuring transparency and preventing corruption through digital transformation. Officials explained that the project involves rewriting and authenticating manual land records, creating a comprehensive digital land register, and utilizing blockchain technology for tamper-proof data storage.
The integration of blockchain technology is considered a major advancement in ensuring record integrity. The digital database will store authenticated records, making them immutable and secure from unauthorized changes. Additionally, the Computerised National Identity Card (CNIC) linkage system will facilitate ownership verification, minimizing the risk of fraudulent claims and documentation errors.
Enhancing Efficiency with Web-Based Systems
A significant component of the initiative is the introduction of a web-based e-transfer system. This system will allow property transactions to be conducted digitally without requiring in-person visits to government offices. Officials noted that biometric verification at designated Peoples Service Centres would serve as the primary authentication method, eliminating physical paperwork and reducing bureaucratic delays.
Furthermore, the digital register will maintain detailed records of survey number-wise areas across villages, covering both transferable and non-transferable lands. It will safeguard properties such as forest land, village commons, and graveyards from unauthorized transactions.
Pilot Project for Evaluation and Expansion
To assess the system’s effectiveness, the Sindh government has approved a pilot project in Deh Matiari and Palijani within District and Taluka Matiari, as well as Deh Bagerji in Taluka and District Sukkur. Developed in collaboration with IBA Sukkur, the pilot will involve the rewriting and digitization of land records. Insights gained from this phase will guide the province-wide rollout of the digital system.
The initiative also involves seamless integration with the National Database and Registration Authority (NADRA), the Federal Board of Revenue (FBR), banks, and other governmental institutions. This interconnected framework is expected to enhance real-time data validation and verification, further promoting transparency and operational efficiency.
Towards a Transparent and Efficient Land Management System
Chief Minister Shah expressed confidence that the adoption of blockchain technology, biometric authentication, and web-based property transfers would revolutionize Sindh’s land management system. By eliminating unnecessary procedures and reducing opportunities for corruption, the new system aims to provide a reliable and user-friendly experience for property owners.
The successful implementation of the pilot project is expected to set the stage for a broader application across the province, fostering greater public trust and establishing a transparent land registry system. As Sindh progresses towards a more advanced and digitalized governance model, the initiative reflects the government’s commitment to innovation and improved service delivery.
