The Raipur Municipal Corporation, which handles over 8,000 building permits, work orders, and development approvals annually, has chosen AirChains as its partner for this blockchain project. Abinash Mishra, the commissioner of the Raipur Municipal Corporation, emphasized the importance of secure certification and highlighted the necessity of working towards a decentralized future.

Addressing Document Forgery Issues

Mishra explained that the city has encountered numerous issues with document forgery in the past. By collaborating with AirChains, the municipality has developed a solution that will soon extend to other essential city services, including birth, death, and marriage certificates.

Innovative Encryption Technologies

Ankur Rakhi Sinha, CEO of AirChains, noted that this project represents India’s first implementation of fully homomorphic encryption with zero-knowledge (zk-FHE). He detailed that zero-knowledge proofs allow for the verification of information without revealing additional details, while fully homomorphic encryption enables computations on encrypted data without decryption.

Progress and Future Goals

Sinha highlighted that the Raipur Municipal Corporation maintains control over its servers and encryption keys. Currently, the city is not yet live on the blockchain but is in the process of encrypting old certificates, having already completed around 100,000 certificates using zero-knowledge proofs. Once the system goes live, it will incorporate current data as well.

Mishra pointed out that the verification process for building permit applications typically takes at least a month, while banks take about seven days to process loans and inform the municipal commissioner. The objective of this blockchain initiative is to reduce the verification process to just three days, thereby improving efficiency and transparency.

Mishra expressed optimism about the project’s potential for wider adoption. He believes that this initiative, though small, will likely be embraced by many other municipalities and organizations seeking to enhance the security and efficiency of their document management systems.
